(1) The Government of Nepal shall be the plaintiff in cases related to offenses under this Act.
(2) After the investigation of the offense under this Act is completed, the investigation officer shall send the matter to the relevant public prosecutor for a decision whether to proceed or not, and if the decision is made by the public prosecutor to proceed, the investigation officer shall file the case.
